PUBLIC INFORMATION ON A FORMAL AMENDMENT TO THE CARSON AREA METROPOLITAN PLANNING ORGANIZATION (CAMPO) TRANSPORTATION IMPROVEMENT PROGRAM

CAMPO TIP Version 23-08 Formal Amendment

 

An amendment is proposed to Carson Area Metropolitan Planning Organization’s (CAMPO) Federal Fiscal Years 2023-2026 Transportation Improvement Program (TIP). The amendment revisions include: Update funding for Carmine Street CDBG Project; Update funding for WN-SRTS (TAP) funding; District 5, Fifth Street Project is complete; District 5, Winnie Lane Project is complete; Update funding for Roop Street Capacity Improvements; Update funding for Carson City Jump Around Carson (JAC) Transit Center; FFY 2022 & FFY 2023 5310 FTA Apportionment is complete; Update 2021 WN-SRTS Vulnerable User Pedestrian Safety Infrastructure Improvement Project; Add Goni Road Rehabilitation Project; Update Appendix 3: TIP Project List.

The TIP is a four-year programming document for projects that are federally funded and are of regional significance within the metropolitan planning area. The minimum 14-day public comment period, for review of the proposed TIP amendment, opens on February 24, 2024 and ends on March 9, 2024. Staff is available Monday through Friday (except holidays) between 8:00 a.m. and 5:00 p.m. to meet with the public and to answer any questions regarding the TIP. Public comments are encouraged during this time.

 Nevada Sustainable Transportation Funding Study

During the 2021 session, the Nevada Legislature enacted Assembly Bill (AB) 413, which drew on the previous year’s work conducted pursuant to Senate Concurrent Resolution 3. Passed unanimously by both the Nevada Assembly and Senate, AB 413 established an Advisory Working Group (AWG) and charged the AWG with investigating the transportation funding needs of the state and providing recommendations for future sustainable funding options in light of the state’s interest in transitioning to ZEVs.

The AWG focused its efforts on identifying appropriate mechanisms for generating transportation revenue and did not make a recommendation or proposal to raise revenue in any specific quantity or at any specific tax or fee rate. Instead, the AWG made a series of recommendations that collectively offer to the Nevada Legislature a blueprint for how to deploy several funding mechanisms in the near term and long term capable of providing sustainable funding that aligns with the guiding principles adopted by the group.
